Rochdale Envelope
Environmental Impact Assessment Handbook, Guidance for competent authorities, consultation bodies, and others involved in the Environmental Impact Assessment process in Scotland, published by Historic Environment Scotland and Scottish Natural Heritage in 2018, states: ‘The Rochdale Envelope allows an applicant to describe its project within a number of agreed parameters for the purposes of an EIA and undertake assessment based on the maximum extents of the parameters. This provides the applicant with a level of flexibility on the final iteration of the project.’
